Retaining Wall

Akamai Gardens is a new 8-house cluster development being built in Enchanted Lake, Kailua. It is built on a filled wetland and is adjacent to an existing wetland. The developers have built an eight-foot-high retaining wall without a permit and without a proper foundation. This is causing erosion and siltation into the neighboring wetland.

The developer added clay and gravel 12 to 18 inches above grade, and added a footing wall on top of this. There is no structure to stop water flow, and during rain events, water pours under this wall. This causes erosion of dirt from behind the wall, and will eventually lead to the failure of this wall.
